What would change
The Act repeals obsolete safety-inspection provisions, preserves and clarifies three-year registration and emissions treatment for qualifying new rental vehicles, establishes related inspection-program replacement fees, creates a 24-month registration period for qualifying new passenger cars and light trucks, and makes conforming Clean Air Act account changes.
