SB 1902 updates Texas dealer-issued license-plate database enforcement and changes how plates are removed, transferred, or disposed of when vehicles are sold.
What would change
TxDMV may deny a dealer access to the dealer-issued plate database after notice if the dealer fraudulently obtains plates, fraudulently uses the database, or had been denied access to the former temporary-tag system. Dealers and private sellers must remove plates at transfer; qualifying plates may be transferred to another vehicle under the statute, and plates not transferred must be disposed of within 10 days.
Who may be affected
Motor-vehicle dealers, vehicle buyers and sellers, TxDMV, county tax offices, law enforcement, and vehicle-fraud investigators.
When it would take effect
Because both chambers met the two-thirds threshold, the Act took effect July 1, 2025. TxDMV was required to adopt necessary rules by October 1, 2025.
Limits and uncertainty
The law does not allow unrestricted plate reuse. Transfer eligibility, class compatibility, department approval where required, database-access procedures, and disposal rules remain applicable.
