Methodology

KeepTXRed treats the official legislative record and latest official action as the factual status layer for SB 413. Status labels are normalized for browsing, while the legislative timeline and documents preserve official action text and source links. Any KeepTXRed explanation below is editorial context and remains separate from the official record.

Bill → law → agency context

This relationship layer distinguishes what the normalized official record can prove from what it cannot. Enactment and effective dates come from the bill record. Agency names below are shown only when an official fiscal document supplies a verified agency reference; being cited in a fiscal note does not by itself prove that the agency administers the resulting law.

KeepTXRed summary

SB 413 increases transparency for independent school district board meetings by requiring approved minutes and adopted resolutions to be posted promptly and by requiring recordings of regular and special board meetings.

What would change

Board minutes must show each trustee's attendance or absence and vote on each voted item. Districts must post approved minutes and adopted resolutions on the district website within seven days of the relevant meeting, and the board must make a recording of each regular or special meeting.

Who may be affected

Independent school district trustees, district administrators and records staff, parents, employees, taxpayers, journalists, and members of the public who follow school-board decisions.

When it would take effect

The Act took effect September 1, 2025.

Limits and uncertainty
