What would change
DPS, in consultation with TCOLE, must establish initial and annual continuing handgun training for qualifying physicians and EMS personnel appointed to support tactical units. A certificate is valid for one year. Certified tactical medical professionals receive specified defenses or exceptions to handgun-carrying offenses while actually performing tactical medical duties, and governmental-unit liability rules are adjusted for their handgun discharge.
