What would change
The Senate substitute applied to a narrow category of county roads partly outside a municipality in a Texas-Mexico border county meeting population criteria and abutting planned residential lots inside a municipality. If conveyance to adjoining owners would create a nuisance or safety hazard, commissioners court could instead seek municipal annexation or use the former road for a nonmotorized public purpose such as a trail or linear park, while protecting existing utility easements.
