What would change
The House-passed text would have barred a penalty period from starting before the 21st day after a bill was sent and capped late fees by timing: before day 11 of the penalty period, the greater of $5 or 2 percent; days 11 through 19, the greater of $5 or 5 percent; and day 20 or later, the greater of $5 or 10 percent.

When it would take effect
