Bill → law → agency context

This relationship layer distinguishes what the normalized official record can prove from what it cannot. Enactment and effective dates come from the bill record. Agency names below are shown only when an official fiscal document supplies a verified agency reference; being cited in a fiscal note does not by itself prove that the agency administers the resulting law.

KeepTXRed summary

HB 2798 was a House-passed consumer-protection proposal for virtual-currency kiosks, often called crypto ATMs. It would have required prominent risk and scam warnings, transaction disclosures, receipts, a $2,000 daily limit for new customers and refunds in specified fraud cases. The Senate did not pass it.

What would change

Operators would have had to disclose fees, exchange rates, market-price differences, irreversibility and fraud risks; obtain customer acknowledgements; provide detailed receipts; cap first-72-hour customers at $2,000 per day; and refund qualifying new customers who reported fraudulent inducement within the proposed time limits. The Department of Banking would have administered the framework and could charge implementation fees.

Who may be affected

Crypto-kiosk customers, kiosk operators and digital-asset service providers, scam victims, the Texas Department of Banking, law enforcement and consumer-protection officials.

When it would take effect

HB 2798 did not take effect. It passed the House and was referred to Senate Business & Commerce but did not receive final Senate passage.

Limits and uncertainty

The proposed warnings, $2,000 new-customer limit and fraud-refund right were not enacted through HB 2798. Current virtual-currency kiosk requirements must be determined from separately enacted Texas and federal law.
