What would change
A community-based nonprofit may establish or participate in a regional health-care program without a commissioners court if the program is a premium-assistance program that does not itself offer health-care services or benefits. The Act also lets the nonprofit govern such a program and applies the chapter’s coverage, cost, prevention, collaboration, technology, and provider-payment objectives to it.
