HB 1887 was a House-passed proposal expanding access to an adopted person's original Texas birth record without a court order after the adopted person reached adulthood. The Senate did not pass it.
What would change
The proposal would have allowed the state registrar, on qualifying written request and proof of identity, to issue a noncertified copy of the original birth certificate to the adopted adult or, if deceased, certain adult descendants, adult siblings, surviving spouse or adoptive parent. A statutory fee would have applied, and the registrar would not have been required to comply before July 1, 2026.

Adult adoptees born in Texas, certain relatives of deceased adoptees, adoptive parents, birth families, DSHS vital statistics staff and adoption professionals.
When it would take effect
HB 1887 did not take effect. It passed the House and was referred to Senate Health and Human Services but did not receive final Senate passage.
Limits and uncertainty
The expanded access right was not enacted through HB 1887. Existing Texas adoption-record and vital-statistics confidentiality rules continue to govern.
