What would change
The proposal would have allowed an eligible passenger car or light truck to display only a rear license plate together with a TxDMV-issued front-windshield license-plate insignia when the manufacturer did not provide a front exterior mounting feature. TxDMV could charge an administrative fee and prescribe the insignia form and display rules.

When it would take effect
HB 1607 did not take effect. It passed the House and was referred to Senate Criminal Justice, where it was left pending on May 22, 2025.
